The National commission of Human Rights and Freedom is created for the promotion and protection of human rights in Cameroon. But over the years, littoral Region has witnessed a rising number of human rights violations especially on women.

. The successes of the commission hampered on the ignorance of human rights and the numerous violations of the rights of individuals. The information used in this study is obtained from the primary and secondary source of data. Fifty questionnaires were administered to people. The findings of the research were the various procedures taken to address a case by the commission like human rights protections and freedom of press. Some recommendations were made such as: need for resourceful collaboration between the stakeholders and other institutions, provision of human rights units in  every institution, the commission should be adequately financed, commission should be non-partisan, human rights should be included in the curriculum of all schools and be made one of arms of the government

CHAPTER ONE

INTRODUCTION 

1.1 Background to Study 

Human rights are rights inherent to all human beings whatever our nationality, place of residence, sex, national or ethnic origin, color, religion, language or any other Status. We are all equally entitled to our human rights without discrimination. These rights are all interrelated, guaranteed by law, in the forms of international law, general Principles.  The World now abounds with countries that have sufficient Constitutional Human Rights guarantees. Liberty, equality and respect for human dignity have thus gained prominence. State primary concern currently is not about how to justify rights and other constitutional norms, but how to Promote and protect these rights. In addition, good reason for constitutional human rights guarantees or warrant effective mechanism to protect and enforces them. A reliable enforcement scheme may prevent the human right provisions from lapsing into an empty political rhetoric. In effect, the people can reap the full benefit of the constitutional protection  Whereas recognition of the inherent dignity and of the equal and inalienable rights of all citizens is the foundation of freedom, justice and peace in the world. Whereas Disregard and contempt for human right has resulted in barbarous act, which has outraged the conscience of humankind, and the advent of a world in which human beings will enjoy freedom of speech and believe, and freedom from fear and want, has been proclaimed as the highest aspiration of the common people. If a man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human right should be protected by the rule of law. In addition, it is essential to promote the development of friendly relations between nations since state are the only entity in international relation charged with responsibility for the Protection and promotion of human rights as well as the prevention of torture… 

The 1848Universal declaration of human rights by members   State of the United Nation, which is also the first codified laws on human rights, and   the creation of the African Commission all enshrined in the preamble of the Constitution of Cameroonian State shows that the Cameroonian State has concerned for the

Promotion of Human Rights in Cameroon.  More so the creation of the National

Commission for Human Rights and Freedom which is now called the Cameroon Human Rights and Freedom which has three primary goals or with three primary duties which are; the Promotion, and Protection of Human Rights as well as the prevention of torture in all places of detention. 

This Work focus on how the Cameroon Human Rights Commission has promoted Human Rights and seeks to justify the extend of the Promotion of Human Rights and the Problems faced by the Commission in the Promotion of Human Rights        

1.2. Statement of the Problem 

The benefits of Justice and the utility of the concept freedom of speech, equality and freedom from fear depends on the rule of Law and the institutions charge with the implementation of Justice. Even though there are significant human rights issues in Cameroon which include; Unlawful or arbitrary arrest,  killings, the Anglophone crises, barbaric  activities by the Military and the Separatist, harsh and lifethreatening prison conditions; political prisoners or detainees; Serious problem with the independence of the judiciary; arbitrary or unlawful interference with privacy; serious restrictions on  freedom of expression, the press, and the internet [ No Network from January- March 2017], including Violence, threats of violence, or unjustified arrests or prosecutions against journalist. 

Although the government has taken steps to identify, investigate, Prosecute, and punish officials who committed human rights abuses. Females in all ages are victims of Violence, due to their limited Social and economic Power compared with Men. 

What is therefore the activity of the Cameroon Human rights Commission in combating human rights abuses in Cameroon? 

More so, what is the impact of the Cameroon Human Rights Commission in meeting the aspirations of good governance and Democracy? 

More importantly, there is need to justify how the human rights Commission can promote Human Rights values like Liberty, Equality, Gender Equality and Respect for Human dignity. 

1.3 Objective of the Study 

1.3.1 General objective  

The overall objective is to improve Knowledge on government structure on the promotion of Human Rights 

Specific objective  

1 to investigate the contribution on the NCHR on freedom of Cameroonians

  1. To identify the challenges in promotion of human right by NCHR.
  2. To access measures can be taken to reduce human damages
