Maritime search and rescue (SAR) services are critical for ensuring the safety of human marine transport. This study aimed to investigate the impact of effective SAR communication networks on improving the efficiency of SAR operations and enhancing human marine transport activities. A questionnaire survey was conducted among 100 personnel at the port of Kribi. Descriptive statistics were used to analyze the collected data.
The results showed that the majority of respondents agreed that the fast communication network at the security post minimized response delays. Additionally, respondents acknowledged that better coordination from top-level management facilitated effective collaboration among security guards. Most participants also agreed that the scheduling of movement reduced stress. These findings highlight the importance of establishing and maintaining efficient SAR communication networks to enhance overall human marine transport activities.
In conclusion, this study emphasizes the positive relationship between SAR communication networks and the effectiveness of search and rescue operations. The findings underscore the need for appropriate control and utilization of SAR resources, leading to improved outcomes in human marine transport. 1.1. BACKGROUND TO THE STUDY
Throughout history, maritime navigation has been plagued by shipwrecks, prompting the development of maritime safety systems. The adoption of the Safety of Life at Sea (SOLAS) convention in 1994 marked a significant milestone in prioritizing human life at sea over property, leading to the establishment of comprehensive maritime safety systems. These systems encompass various components, including maritime search and rescue (SAR), which have evolved to address the increasing risks and consequences of accidents at sea.
Key components of the SAR system include a communication network within the SAR region, rescue coordination centers (RCCs), SAR facilities and units, on-scene coordinators, and support facilities. The RCCs and/or rescue sub-centers play a central role in coordinating SAR services, establishing state-level SAR systems, and ensuring efficient response to distress situations.
The importance of the SAR system lies in its role as the final link in the maritime safety chain. Despite technological advancements, maritime activities remain inherently risky, and external means of protection and rescue are necessary. Measures to enhance maritime safety, such as vessel traffic services (VTS), salvage operations, and SAR services, are crucial for mitigating risks and reducing consequences. SAR services, being a humanitarian obligation and a regulatory requirement under international treaties, are indispensable for ensuring the safety of maritime operations.
1.2. STATEMENT OF THE PROBLEM
The SAR operations at the Kribi Sea port face several challenges. The port, being relatively new and small in size, lacks the necessary resources and expertise to effectively respond to distress situations. Pirate attacks in the nearby high seas pose a constant threat, and the port’s limited capabilities, including a lack of high-speed boats, hinder effective search and rescue missions. Additionally, inadequate facilities for boat maintenance and non-compliance with IMO standards further undermine SAR operations.
Despite international obligations and regulations, the Kribi Sea port currently does not meet the required standards for SAR services, exposing vessels, individuals, and goods to risks. Consequently, there is a need to assess the impact of search and rescue operations on human marine transport activities at the port.
1.3. RESEARCH QUESTIONS
